I had my kids and did not even pay attention. I recall seeing dogs at sites but not specific signage. I did a quick search and it shows dog-friendly aside from a few certain areas.

When we went, nobody was there to "check " you in, so I would check through the visitor's center at (760) 647-3044. Since it is a Federal Area, Federal Fee Annual Passes are valid there. …
